D. Richard Rasmussen is a Foreign Service Officer with the U.S. Department of State. He currently serves as an International Economist in the Department’s Bureau of Economic and Business Affairs. His prior assignments include New Delhi, India; Tallinn, Estonia; Karachi, Pakistan; Bridgetown, Barbados, and Kathmandu, Nepal. Prior to joining the Foreign Service, Richard was an attorney for the U.S. Department of Veterans Affairs. He also previously worked on economic development programs in rural California, and as an elections specialist for the State of Wisconsin. He has degrees from Luther College, The University of Colorado, and The University of Wisconsin Law School. Richard is married to Kathryn Rasmussen, who is also a U.S. diplomat, and they have two daughters.
